http://dspace.univ-emir-constantine.edu.dz/jspui/handle/123456789/235 Sun, 05 Apr 2026 17:11:40 GMT 2026-04-05T17:11:40Z http://dspace.univ-emir-constantine.edu.dz/jspui/handle/123456789/4880 Titre: الجودة في المؤسسات الوثائقية Auteur(s): بن شارف, عذراء Résumé: لقد حظيت قضية الجودة في الفترة الزمنية الأخيرة بأهمية كبيرة على سواء على الصعيد العالمي أو المحلي، حيث دخل مفهوم الجودة في كثير من المجالات و التخصصات وبشكل خاص مجال المكتبات فقد تصدر موضوع الجودة وإدارتها اهتمامات الباحثين والممارسين _على حد سواء _ في هذا المجال و قد نتج عن ذلك العديد من الدراسات التي عالجت الموضوع من جوانبه المختلفة، وعلى المستوى الميداني تتوج ذلك بتحول المؤسسات الوثائقية في العديد من دول المتطورة _ في مقابل المحاولات التي لازالت قائمة في الدول العربية_ نحو تغيير أساليبها التقليدية في الإدارة وتبني مدخل إدارة الجودة الشاملة . وليس ذلك من باب التقليد لإعتباره من أحد أهم المداخل الإدارية الحديثة وأكثرها رواجا وشيوعا، بل لأنه يقوم على مجموعة من الأفكار المبادئ التي تتمحور حول الجودة والتي يمكن لأي منظمة الأخذ بها. ويهدف مقياس الجودة في المؤسسات الوثائقية إلى تحقيق ما يلي: _ استيعاب مفاهيم الجودة وتحديد مراحل تطورها . _استيعاب أساسيات إدارة الجودة، وأنظمة الجودة و إدارة الجودة الشاملة التمييز بينها. _ تحديد الإطار العام لإدارة الجودة في المؤسسات الخدماتية عموما وفي المكتبات على وجه التحديد. _ الإسهام في إنجاح تطبيق إدارة الجودة الشاملة في المؤسسات الوثائقية بما يزيد من فاعلية وكفاءة أدائها. _ اكتساب مهارات متنوعة تمكنه من تحليل وتقييم واقع الجودة في المؤسسات الوثائقية وتحديد متطلباتها وعوائقها ووضع استراتيجيات لتطبيق إدارة الجودة الشاملة فيها. _ إدراك العلاقة بين استخدام تكنولوجيا المعلومات و استراتيجيات إدارة الموارد البشرية. وتحقيق الجودة في المنظمات. Quality has gained great importance in recent years, both globally and locally. The concept of quality has entered many fields and disciplines, especially the field of libraries. The topic of quality and its management has been a major focus of researchers and practitioners in this field. This has led to the publication of many studies that have dealt with the topic from different perspectives. At the practical level, this has resulted in the transformation of documentary institutions in many developed countries, as opposed to the ongoing efforts in Arab countries, towards changing their traditional management methods and adopting the approach of total quality management. This is not a matter of tradition, as it is considered one of the most important modern management approaches and the most popular and common, but because it is based on a set of principles that revolve around quality, which any organization can adopt. The courses quality in documentary institutions aims to achieve the following: • Understand the concepts of quality and identify the stages of its development. • Understand the basics of quality management, quality systems, and total quality management, and distinguish between them. • Define the general framework for quality management in service institutions in general and libraries in particular. • Contribute to the success of the implementation of total quality management in documentary institutions, which increases their effectiveness and efficiency. • Acquire a variety of skills that enable him to analyze and evaluate the reality of quality in documentary institutions, identify their requirements and obstacles, and develop strategies for implementing total quality management in them. • Recognize the relationship between the use of information technology and human resources management strategies and achieving quality in organizations.
